Default Fan belts hanging from bumper?

What is the point of this? Is it some new fad? I have seen 3 of these now.

People will have one piece of serpentine belt behind each tire, slightly dragging it on the ground. I don't get it...

Any ideas?

Or rubber straps.

I know a bunch of 18 wheeler guys run them behind their front tires so rocks wont hit their shiny fuel tanks and scratch them.

It allows static electricity to get from the car to the ground before you step out. Some cars build up static and will shock you when your foot touches the ground as you're getting out.

There are a lot of pipeline workers around here, and they do this so they don't blow up the pipeline with static from touching the truck.

Yeah, they just look like a serpentine belt. They are actually a grounding strap. Basically the same thing with an eyelet on the truck side.

If you look close many of them probably have a little lightning bolt running down them. Atleast all the ones i have seen do.
