Do you mean flasher strobes or what's called a "wig-wag", where the headlights alternately flash? Companies such as Whelen and Federal Signal make what you need. A lot of the basic stuff can be found on Ebay for a little cheaper and usually new. If you want the wig-wag, I believe it has to be negative switched.

Most of the lighting installed in headlights for Police, Fire and EMS today will be either the halogen headlight flasher or a strobe kit. We have installed alot more of the strobe kits instead of headlight flashers.
Strobe kits come with a power supply, strobe tubes and strobe cables. You would need to drill a 1" hole in the headlights or tailights, pop the strobe tube in, connect the strobe cable to the light then connect it to the power supply, where that is mounted. Then +/- power needs to be supplied to both the power supply and a in-cab switch.
Headlight flashers are available in 2 types, negative or postive ground switching. They are easier to install and remove.
Any questions, let me know. I guess if it was on a "show car" I would use the strobe kit, they are awesom!!
