I will provide all the relevant info to this I can

I too bought a cluster from TC April of 18. I used it in my 2002 Tahoe SSV: so fleet cluster to Denali.

I replaced the air core motor for oil pressure, and soldered on a new PRNDL board because the other one was dim and flickering

while I had it open I reflowed all the joints at the IC chips and around the PRNDL board

Now I don't know that I had this problem before doing all that, but when I unlock the truck or open the door, or put the key in the ignition but don't roll it forward (3 separate events here) the high beam indicator flickers or fully illuminates before going out

I just live with it. Never looked into it more: but something is different from base cluster to Denali cluster. Couldn't tell you what tho, but I did find broken solder joints in mine so I'd start there with a good reflow. Use a quality iron with some non-corrosive flux and go joint to joint

Why don't you open both clusters and see if the boards are different first.

A small update. Today going to work I had to flash my high beams at someone saying hello and I saw my high beam light was on in the dash. But I could not make it happen again. My parking brake light still doesn't work and since it is next to the seat belt light (the one that only half lights up) I think that is the only bad bulb or connection. I will be adding pillar gauges this week and when the dash is some what apart I will look at the cluster more closely.

I think the high beam light on the dash won't turn on because the switch is bad (ACDelco D6257C) because my high beams won't stay on when clicked into position. So the switch must be broken. Parking brake warning light I am still figuring out.

Pulling toward me. Pushing it away from me does nothing. Is it suppose to? I think on my 07 classic pushing towards me flashes the brights but away from you turned them on. It's been a while and I normally don't ever use my high beams and doesn't help I am pretty stupid.

I am pretty sure the 99-02 function the same as the 03-07 classic. Pull toward you flashes, push away locks in place

I just ran outside to try it out. Pushing away does nothing and no clicks or anything it felt like I was about to snap that thing off. If I pushed too hard it would move up or down and be pushed into a turn signal position. I thought you pull towards yourself half way to flash and if you pull all the way it clicks in and locks and you have to click it back to turn them off.
