does my friends truck have a tune

my friends truck is a 02 and when he is in drive and stomps it it hits the stutter box in first so i think it has a tune cause i never have heard of a stock truck hitting the rev limiter.

ha but can you explain this to me how his truck hit the rev limiter and it does not have anything on it or as i think its programmed.
