Did I just mess up?

I got my block (6.0L) back from a local machine shop a couple of weeks ago. I hadn't had time to get it on the stand and look it over until this weekend. All I had done was have the block cleaned and brush honed and the crank turned. I figured I would be safe with having just those things at a local place. Anyways, I was looking over the block this evening and found that the idiot plugged the two front oil passages next to the cam.
Thank goodness I found them my motor wouldn't have lasted five minutes!!!

I've compared it to another block I have and I can't see anywhere else that has been plugged and shouldn't. What I don't get is it doesn't even look like a place where there should be a plug! I have no idea what he was thinking.

Hey thanks, I've been looking for a place nearby that works on these motors! I thought I'd have to go to Houston. I knew there where some machine shops in Orange but didn't know anything about them. I've only lived in the Beaumont area for a few years.
