And yeah they would be really easy to make. And they dont hold much really, they just keep the bottom of the ends secure. The plastic clips are the main things keeping it on and they hold very well, its rather difficult to get the cover off.

they are in the bumper cover ......If you were looking at the truck from the front it would be under the forward lip sort evenly spaced in the center of the bumper

My bumper doesnt have those little holes in the bottom. Maybe those brackets are specific for that bumper. If they fit I would bolt them up, just more support. The brackets on mine are similar to those but only hold the mesh grill behind the bumper not the actual bumper.
