Another option just came to mind...you could ditch the sensors and get a backup camera...or do both. Put the camera in the center of the flip down unit.

A lot of hot rod and streed rod magazines/websites have drop down systems for licence plates. It shouldn't be that hard to fab up something like that. Also, stereo shops use a lot of actuators for amp racks and stereo equipment.
