Just like the topic says. I need to adjust one of the headlights, it's pointing down more than the other and looks
It looks like a torx screw, does a torx wrench or screwdriver come in sizes...and what size for the 99-02 GM trucks?

You would need an inverted torx. BUT you can use some 1/4 drive sockets and an extension or two. I used a small 6 pt. socket on mine when I re-aimend for HID. Cant remember what size. Worked like a charm though.
