Well I have a '93 LX foxbody that has the white powder coated wheels. Of course they are 15 years old but soap and water are not really cutting it that well.

Any other suggestions?

Best bet would be to ask the person powdercoating them.

Soap and water. They are like cleaning a chrome wheel, wash them and keep a good coat of wax on them and your set..

Like any painted surface, you may have some caked/baked grime on there. You can try a clay bar, and if there's anything left, a mild paint polish (even a cleaner wax) should do the trick.
