Painted NBS Bumper

Hey guys,
I see plenty of NBS Sierras that have color match lower bumpers. The one currently on my truck is the dark grey/black plastic type and I'm looking to dress up the front end a little bit starting with color matching the lower bumper piece.
My question is whats the best method to go about accomplishing this. I know that I can sand down the plastic smooth, buy adhesion promoter, and paint the plastic, but I'm also curious as to how the stock trucks have the color matched lower bumper. Is it a plastic insert/bumper cover? In your opinion, what would be the benefits to the different ways of color matching?
Also, I know theres a bunch of threads about roll pans and shaved tailgates, but any advice as to what product you like best for these exterior mods is also appreciated. Thanks!
