Default I need help, I'm too stupid to install a tailgate cap

I am trying to install the Tailgate cap/spoiler on my 06 Sierra. It's the one that has the 4 hex nuts and screws into the tailgate.

The nuts slide in the tailgate holes, but they aren't secured even when screwed down. They just flop around. I must be missing something really simple.

There is a strip on the piece already, I just need to peel the protection off. hopefully one of the local stores will have the riveter to rent.
