It is supposedly for mileage, probably a very subtle improvment (0.25mpg) at most. They put those on 05+ pickups (including 4wds) as well, so their definitely not doing it for looks.

I believe it is for the 05's and up Tahoes, and silverados, because of the electric fans. The lower extension will help air flow through the radiator.
This is what I was told by the head mechanic at the local dealer, and he knows his ****.
It creates low pressure in the engine compartment at highway speeds, allowing air to flow through the radiator easier and into the compartment. Think of it this way, if you had high pressure air in the engine compartment then air would not be able to flow through the radiator at highway speeds.

I just got mine today for $23 bucks VIA ex- employee discount lol. As for hardware, just drill a hole between the two edges of the valence and lip and use the same style clips that hold the valence to the bumper. Ill get some pics when i get it installed.
