where do i get one and do i have to cut up my stock grill?

what year chief, they sell bolt on billet grilles, and they sell some that you have to cut the grille, depends on what you want to do

i dont want to cut up my stock grill and i dont want to put a billit grill over my plastic grill

its a 2004

Most clip on billets sit over the plastic from what I've seen.
And it's difficult to see the plastic underneath.
