with 2in shackles and removing the lift blocks in the back and bringing the front down 3in that should almost level the truck?

You'd probably still have about an inch of rake. As an alternative to the arms you could also just do 2" drop spindles... that would get you about 2/4 from where you are now. I think that is what Tim Z suspension is iirc.

EDIT: Here's Tim's specs, he doesn't have it listed but I'd imagine he has the rear blocks pulled. Also he does have the hangers done.
