who said the bigger the motor the better?

that's an Atom. It's made by a company called Ariel.

I'm not familiar with the one in the video, but the normal ones are badass. The utilize 4 cylinder engines and haul *** with em. There's a video somewhere online where Top Gear got to play with one and tested it a bit. 0-60 in 2.9 seconds I believe. If I remember correctly, the price tag on one is somewhere around 40k.
