So he wants 400 up front so he can buy y pipe and exhaust, i agree and told him id have him bring the money in person, then his price went up to 1000 so I became suspicious, and not wanting 1000 on the line without anything in return.

anyways sounds like a scam to me, maybe not but just wanted others to beware
If you don't mind can you post the pics or video of the kit he was gonna sell you? This guy sounds very familiar...

And this is why i will never buy something from a member with a low post count and no trader rating.

I'm on another forum as a moderator and it's amazing how many complaints we get from members that they were ripped off. My recommendation is buy via PayPal and NEVER gift the $$. You can file a dispute with PayPal then if something isn't right, be careful about giving them too much time to fix it. ALSO... Never close a complaint until everything is 100%, because you can't re-open it. That means turbo installed and running.

Some people are shady and will scam others without a second thought, it's unfortunate.

Not buying from someone with a low post count is good, but not 100%.

Someone that you have dealt with has to click on your trader rating in your avatar and provide feedback on items that have been bought or sold by you.

If you think they are a good seller/buyer give them good feedback and they will normally return the favor.
