Gen4 Throttle Freezes

Gen4 Throttle Freezes
I have a 07, nbs, Silverado, 4.8, auto, with minor tunes to shift speeds and delayed throttle response. ( PE increased ).
Problem: The throttle freezes at about 15% when slowly leaving a parking lot. The truck was warmed up and then parked from 5 to 15mins, slowly driven out of the slippery lot onto the road and i try to accelerate. The throttle is frozen at 15% unless i go wot or step on the brake. This happens only in cold weather.
I've been told to adjust the throttle cracker but the Gen4 doesn't seem to have this. The truck is not showing any codes.
Tried to upload attachments but the motel i'm at won't let me. The scan i did shows the throttle moving and weird readings of the O2 sensors.
Has anyone run across this? Any ideas where to adjust?
