Did you check the thrust bearing side clearance?

 

thrust bearing side clearance was ok, i torqued the caps last night and we measured the caps with bearings installed at 2.542 and the crank measures anywhere from 2.536 to 2.539 and that is way too much clearance. i want no more than .002 clearance and i got about the same amount of clearance with the rod journals. so im guessing when i install the crank again it will spin but i have too much clearance now.

 

Something isn't right at all. You say there is too much clearance, yet it won't turn over. I think you have something wrong with the caps. Are you 100% sure they are on in the right direction? Did a machine shop assemble the caps before sending it out? Are you measuring the clearance with plastigauge? I would suggest installing one cap at a time, and see exactly what cap (or caps) are causing the problems. Maybe something got mixed up at the machine shop. If the shop didn't touch the caps, and it came from a running engine, I can't understand why it wouldn't work.

 

i ended up taking the block back to the machine shop and they line honed it AGAIN! its fixed now and ready to reassemble
