milling 317s .030 would boost compression & torque up to around 10.9:1 compression;
a 224-228 intake duration cam would be ideal and work nicely with 3000 stall and 3.73s; a truck tbss/nnbs intake would greatly help breathing and increase horsepower
as well some longtubes headers;
and a good tune of course.

depending on prices or bargains you find, you will come close to the 1500 budget or surpass it.

if you got to leave one thing for last, i would say the intake as it is easier to replace once swap is completed.

where you located? pm if i can be of further help....

As a benchmark a cam kits with dual valve springs from Texas speed run ~$750. I get something like that. If it were me, I'd get a restall and run a 230 duration cam. Not sure if your verter still has a free one available.

A tbss intake is a good mod. But not sure it will fit under the hood. If it does, id run one. If not, I'd find a ls6 intake and make it work on the 6.0.

With the rest I'd find some used injectors and get a dyno tune.

317s will have max flow at around .600 so, I'd go with lift in the .610 range.

Personally, I wouldn't mill the heads. You aren't going to feel any difference (or just a very slight difference) at 10.9 vs 10.1.

I'd stick with a slightly exhaust biased (forward pattern cam) in the 220 range (e.g. a 220/224 or 224/228 max, with .61x/.61x lift on a 112 lsa). Cams like that are as common as daylight, so it should be easy to find. Springs to match the lift, of course, and then get a solid in person / dyno tune with the money saved.
