Cam has poor mid range?

Default Cam has poor mid range?

Just drove a friends 03 Z71 with a vinci 210/218 on 116Lsa boltons. stock stall! It had a lot of tq taking off at low rpms and WOT were solid "little surprised" besides the stock stall shifts. But 1/2-2/3 throttle felt real sluggish, from 1800ish to 2400 range then would pick back up, but idle to 1800 was strong.

Is this some thing that can be fixed by tuning, just the nature of this cam, or needs a stall?

A log would be helpful so we could see what the timing is at when it feels sluggish

He got it tuned at a shop, so I'll see if he can get the logs from the dyno runs

He knows there is 50% tq management, and I believe the motor pull timing before shifting with tq management active?
