Belt chirp. Any Ideas?

I put a ASP underdrive pulley and alternator overdrive pulley on 30Kish miles ago. I re used the stock bolt not knowing it was tq to yield at the time. 
It ran fine for 10Kish miles then a real bad sqeak/squeal started. I figured it was the bolt coming loose, so I took the stock bolt out cleaned it and the crank threads locktited and impacted the hell out of that thing. No issues till recently.
About 1000 miles ago a chirp started happening when it was cold. I figured it was the bolt again so I bought the ARP crank bolt.
I put it on this weekend cranked it down to tq specs and put a new belt on.
STILL A F****** Chirp
till the truck warms up then no chirp till the next cold start

Spray a little water on the belt one side at a time to see what side is making noise.
Make sure your power steering pulley is seated properly, I know you didnt replace it but I have seen a couple recently start to walk off.

I tried to tighten the power steering pulley. It would start to spin the motor, so I held the power steering pulley with one hand and tightened with the other. no turn of the alen head bolt. does this mean the power steering pulley is on all the way, or has not walked?
I havent checked the tensioner. They are $20ish I might go buy a new one tomorrow.

I said water because soap tends to screw up the belt in the long run, but yes. As for the power steering pulley, it is pressed on so I am not sure what you mean about the hex head? The pump shaft should be flush with the end on a stock setup. Can you post up some pictures of what you mean?

By hex head I ment the bolt on the front of the power steering pulley. It is an Allen wrench bolt.

the power steering pumo pulley doesnt have a bold that holds it on, its press fit it takes a special tool to remove and install it. ive seen more than a few pulleys that were not on all the way just like 03sierraslt said.
