Default 8.1 Head spring installed height issues

Im putting together an 8.1 to replace a 6.0 in a 99 K2500 NBS truck.

I did some port work on the heads, polished chambers, reground the seats (just kissed them to clean them up).

Im using whats basically the Comp 270 cam but on a 109 instead of 114. Using the recommended 26120 springs, 795 retainers and 616 locks. Running into several issues.

1) Installed height is at 2.125 ish on intakes and 2.150" on exhausts with out rotaters, with a recommended installed height of 1.900" I can't imagine shimming .200"+ and the with the rotaters being ~.340" that would put me down at about 1.785" on intakes. I guess with the 1411 rockers I've got gives me .517 lift which puts my over the nose spring height at 1.265" which is with in .035 of the spring bind height. What is everyone else doing?

2) Those measurements are all take with 616 locks which are supposedly +.050" locks. Now the locks seem to fit very poorly they stick way out of the top of the 795 retainers. And worse yet the intake valve stem is only ~.020-.030" above the top of the of the locks, and the exhaust stem is about flush with the top. Anyone else have these issues.

Once I get these heads satisfactorily assembled I can finish engine assembly, just kind of baffled by the poor parts fitment. I either need different locks, or new valves (longer OAL, as well as Tip height from the lock land).
