Rubbing noise when turning

Anyone had an issue with a rubbing noise when turning? Its not a grinding noise, but sounds more like rubber rubbing rubber. At first I thought it was in the cab, but I climbed under the truck and it definatly more noticble under the truck. At first I thought it was the tires on the pavement, so I isolated them by driving the front tires on top of some blankets. Still had the noise.
I had the wife turn it slightly back and forth while under the truck. If I put my ear on the tire, it seemed like it got louder. I dont see anything rubbing anywhere. The ball joints and tie rods look tight. the only thing I notice is the steering rack has some side to side play, but not sure if thats normal or not? The rack slides some the opposite way the tires are turning, but it appears its just the rubber isolators on the rack flexing. Whats really weird is that when its cold outside(like this morning, about 38 degrees) it doesnt do it.
The truck in question is my NBS 07 Silverado, ECSB z71 2wd with the factory 17" wheels and tires (new goodyear tires installed a little over a year ago). Truck has 80k on it. Just had it aligned, but it did this before the alignment.

no mudflaps. this truck is just how it left the dealer back in july of 07. factory suspension, factory wheels and tires, no mud flaps, no other modifications. it really weirding me out. its been doing this for months, and it did it pretty much everytime. Sitting still or driving, it doesnt matter. But, when it cooled down outside, it wouldnt do it. but, if you drive it around for awhile and make alot of turns, it starts doing it again.
It doesnt sound like a powersteering issue. No whining or grinding. fluid level is good. I checked the bolts on the steering rack, and they are tight. I did watch as the wife turned the wheel back and forth the steering rack does move a good inch each way. however, it wasnt making noise when it was cold and I was right up under it, so I'm still confused.

I found a TSB for this issue. Think the dealer would still fix it? I don't believe its covered under the 5yr/100k section since its not powertrain, but it is an known issue.
