The fuse for the OBDII port is the same one as the cigaret lighter i believe

Grounds man Grounds ! That truck has 18 sources of grounds! Untill all are confirmed good you will continue with these headaches. Another gauge source ground is on the left side of the truck from the fuel pump harness to the frame rail. Very easy to check.
