I guarantee you its the tune. If you check out the files, the LQ4 tunes are easily the most conservative factory tunes. GM also had to detune it due to noise compliance or something like that.

Well, I feel as though it was a combo of the tune and a weak first gear, (not to mention a butt-load of weight), but that's just my opinion. One of the few things that I didn't like about my old 85 MonteSS was the 2.74 first gear ratio of the 200R4 (which btw was considered to be a piece of crap transmission at the time that many guys would swap out in lieu of a 700R4, but somehow now the 200R4 is praised). That car was well tuned also, and even with a decent converter in it I felt that it could have used more first gear. I drove similarly modded Camaro's with 700R4's at the time, and there was a noticable difference in first gear...I also had the pleasure to drive another mid 80's Monte Carlo that also had a 350 swapped in like mine, (different heads and cam though), and it had a 700R4 swap and 3.73's like me, and I fell in love with the way it accelerated through first. When my 2nd "built" 200R4 started shitting the bed, I was on the fence whether to swap in a 700R4 or just bag the whole project...needless to say I traded the car in on my current truck.

i might be wrong and if so someone correct me but i think the fastest tbss out there was running a rpm 65e and that suv was in the 9s
