Default Tire/Wheel combo info.
Whats the widest 16 inch tire/wheel combo I can run on a lowered 00 rcsb?

Depends mostly on offset. Plenty of guys run 8.5 no problem.

My wheels are 18", but I run a 9.5 on the rear. Doesn't rub or stick out.

What offset/backspacing you have to fit those 9.5's?

I believe its 6" backspacing. The tires are 275/60-18s.

No drop at all, just worn 247K+ mile suspension and some sort of cheap replacement shocks installed by the previous owner.
