Where do you live? Did you buy your truck used? Any evidence that you can see that your truck perhaps had been in a previous accident?

the only way to permanently fix rust is new sheet metal. periode

i live in south texas, im supposed to be the third owner. the guy i bought it from was from the valley. the mounts for the hood are also rusting. no accidents that i know of. i thought id heard of some other sliding rear window owners having rust issues. if i do get it fixed im going back with a regular window. heh i fixed this problems on the a pillars of my grand marquis with expanding foam and metal duct tape.

I'm dealing with it, on my '99 there's nothing left under my drivers door, my rocker panels are gone, cab corners are rotting out too, passenger side just hasn't fallen out yet

yep same here, passenger side rocker is really bad, drives side will be bad after this winter, and alot of rust where the rocker is welded to the floor pan under the weather stripping, fenders got some rust, hood has some forming under neath, tailgate corner has a bumble starting, but I dont even care anymore, its getting practically all new sheetmetal next summer, then no more winters for it
