rear brakes question

Default rear brakes question

Im working on my little brothers 2003 S10 and the rubber hose going from the frame to the axle broke. Well for whatever reason he had drive with the open line a good distance. We changed the hose out and tried to bleed the rear brakes and no fluid will come out. Is there a safety check valve in the master cylinder or the proportioning valve? What has to be done to fix it?
