Ugh...what a gyp. Sorry if I gave bad info on that. Surprised the earlier years of the same generation are different, but I suppose I shouldn't be.
Before you pull the trigger, run the same part #'s through a search and try several different dealers. GMPartsdirect usually has decent prices listed but then nail you on the S&H. Put everything in the cart and get the quote based on your zip; I bet you can find the exact same parts considerably cheaper with a little work.

I do NOT recommend GM Parts Direct.com There customer service blows...
If you look around you will find more bad reviews on them and it will make you think twice.
I use https://www.wholesalegmpartsonline.com/ for parts look up only. Most stuff I can get through my local dealer with about a 20% off list price. Sometimes I can find some of the smaller stuff on Ebay for a reasonable price and save all the hassle.

Somewhere I have that stupid OEM fog light kit. Never did install it. have no clue where it would be....
I also have the 7 pin upgrade Towing Harness somewhere too...
Mine only came with a 4 pin connector.
I think the actual Towing package came with a 7 pin connector on the hitch and a trans cooler. Like the later trucks. Mine had a different hitch and did not have an external trans cooler. I bought the factory trans cooler Kit to install it. Came with 2 new lines and an external trans cooler.
If you look at the 99 extend cabs they only had 3 doors. The driver rear did not open it was a solid quarter panel. Some early 2000's came that way too.

even if you switch clusters with a 2000-2002 year your 99 has different wiring/programming and your airbag light will stay on

If that was me, Id spend the time to go to a yard to find a bumper. Not sure if you want your truck and 11 out of 10, but it is damn near 20 years old. I like rockauto.com for parts. They seem to be the best price on most things when I search. When you order something they will also send you a code for 10-20% off your next order. The code is usually good for a couple months, and it always says to share the code with a friend. Not sure if someone has a current code, I couldn't find one in my email. Might be worth buying something cheap just to get a code and then make your big order. Not sure if its stupid to say, but ebay and amazon is worth taking a look (to me). I'm learning how many ebay sellers sell the same stuff through ebay as amazon, but somehow use the amazon prime shipping to ship for free, even though its listed on ebay.
As for the fog lights, there are plenty of threads on this, (might not be on this forum o.0 ). Still not sure whats allowed, so I'm not linking other websites in case. If you want to do this all oem, you need a wiring harness, valence, fog lights, brackets, and even though it only takes a couple minutes tops, whats probably the most expensive part is the programming.............. You can just run a wire to each plug, ground each light, and wire it up to an aftermarket switch in the cab and to power. It wouldn't have that OEM button, and not sure if anything shows up on your dash, but its probably the difference of a couple hundred bucks total to maybe $50, and the only visible difference would be the button/ on-off switch you choose.

I've never seen a 10%+ discount for rockauto.com, but I have got a few 5% discounts from them through email. I would have loved to find a larger discount from them, rockauto is usually a really good place to look for parts and are actually competitive to amazon in some cases.
There is another way to kill the automatic headlight feature. It involves splicing in a resistor to some BCM wires, and that allows you to turn on/off your lights with the ****. If you search google: "silverado automatic headlight disable" you will find lots of info, or you can PM me I did the mod myself and posted it to another forum I can link you to it. I'm not sure how picky the forum rules are here, sending people off forum for info...
