Need help.....my truck won't turn off!

Hey guys, I need help wth this. This has never happened to me nor I have heard of someone else happened to.
I have a loose switch (for fog lamps) at the bottom of the steering wheel..next to the diagnostic port. I didn't finish screwing it on securley just for being lazy and now I regret it. Couple minutes ago I was going to the store and I reached down to turn it off but the damn thing made contact with the metal rail that holds the diagnostic port. So it made a short, lil smoke came up and I thought only the switch might have just shorted out....

, .......my damn truck won't turn off, my check engine light and the "vehicle locked" light is on, on each street stop light..it would start going from 3rd or 4th .....I have to down shift for it to accelerate in 1st then upshift. The only way I can turn it off is by taking off the fuel pump relay.
I checked all the fuses and all are ok.....I don't know what to look for.
Any suggestions are appreciated!

Did it short out into the diagnostic port itself? I'm assuming aftermarket fog lights not factory ones that wire into your box under the hood on the drivers side?

You might have shot a surge of power through your port and messed something up in your PCM. You might need to get a new PCM or have your current one checked out? I'm really just guessing, but with the problems your listing it's prolly not far off...
