if that don't work, click the emergency brake down one click with the truck off then start it and they should be off until you let the brake up

only the 2000+ have the override. for a 99 (NBS), you have to mod the system (but it's really easy)

pull the top dash cover off & unplug the photoresistor (the little black dome in the middle up by the windshield). take a 1.5KOhm, 1/2W resistor & install it in place of the sensor. e-tape it together. reinstall the dash cover.

takes about 30min if you don't know what you're doing. gives you full control of your headlights with the switch & completely eliminates the automatic feature, so you'll have DRLs on all the time until you manually turn the headlights on

I did this to mine but I did it right at the BCM under the driver's side dash, took all of 5 minutes...I think I used a 1.5k resistor but I can't remember for sure.

That's a pretty late pro date, early 00's are produced in 99 I believe that the cut off is around August or September...

Why do you care that the lights? you do know they come on so that people can see you coming and not accidentally pull out in front of you right?

Is it really that bothersome to know your driving around with 2 little lights on that you can't even see?

not bitching, I just don't get it. It's a safety feature that can't possibly bother you.
