Default help!!electrical problem

hello,. 1st off this is non ls1 related..my gf has a 93 chevy pickup..the blower motor for the heater/ac will not go off! here is what it is doing...very weird ......if the key is on and you turn the thing off..it will stay on..if if you turn the fan to the medium or low settings it will go off..if you turn it to high it will come back on...if you take the KEY OUT it will stay on..if you pull the heater/ac fuse..it WILL STAY on.. if you pull every damn fuse in the box it still stays on i had to disconnect it from teh blower motor itself to get it to stop..i know there is a resistor in the circuit but isnt this thing switched power from somewhere? or is it diirect? i can hear the relay clicking when i turn the fan up and down as well as turn the ac off and on..its just the damn blower that wont go off..think its teh resistor or a short somewhere?
thanks
matt
