head light problem

Default head light problem

i got a problem with one of my head lights it seems its not getting enough power and is really low i thought it was the bulb so i replaced it but to my surpise it looks the same any ideas on how to fix this....

Check the voltage with a meter. My driving lights got to looking weak. Some kind of fog built up on the chrome lens. It washed off.
