Part of some absolutely ridiculous homemade tow rig. Like, scrap hauler type junk. There was a bunch of c-channel welded to the gooseneck plate and some cheap junk winch bolted to that, the kind of "install" that half of it you can simply beat loose with a sledgehammer, and the other half practically kills you trying to get it loose. I think this dude had an unlimited supply of welding rods because between the tow rig and the (also homemade) gooseneck install I must have gone through half a dozen death wheels getting it all chopped out.
I would've left the gooseneck hitch in there but the mounting for it was in the way of me doing the c-notch.
Just loop the tow rope through the holes and you're good to go.. haul you some broke-*** PSD's for a few spare bucks.
I took that pic a few years ago in Houston's 5th ward, oh that poor 700R4..

Well, he finally bought a truck: 2000 Sierra RCSB 2wd with around 150k. My brother said it was owned by an older gentleman and interior looks brand new. AC is ice cold, which you absolutely need with this stupid summer heat.
I like it! And that's pretty dang low mileage. It's barely broken in. 😏
