You have to take it to the dealership or find someone with a tech 2 to tell the computer that it has foglights now. Takes about 3 minutes but you have to tell the computer that it has the foglights in now, otherwise it won't work.

I just contacted the dealership and they said that it does not have to be programed, so I still don't know what I need to do. Perhaps I don't have the wire in the fuse/relay box under the hood attached properly. I followed the directions and even took it apart twice trouble shooting. Any ideas?

Not trying to insult anyone's intelligence by bringing up something elementary, but did the kit come with the dash switch and everything? I know that my fog lights will not turn on unless the headlights are on and I actually hit the button on the dash. I was just thinking if the factory wiring was used, that something in there might need to be changed such that the circuit is completed.

I just did the install on my 03 silverado (same wiring) this week (2 days ago :lol)
the relay goes in the slot as described on the cover of the fuse panel, it's the same relay as all the other small one's in the same panel and faces the same direction. When you remove the "forward lighting harness", when looking at the bottom side of the plug (side with the wires coming out) the hole you will want is: standing at the driver's fender - top row, and I belive 3rd hole. Also verify good ground, where did you pull a ground from? the frame of these trucks has a wax coating that will prevent it without scraping....
I had a problem at first, my trouble shooting technique is as follows:
plug in driver side lamp (leave pass. side off so you can move the harness around), with the pin in the fuse panel switch ignition on and move to underhood, grab ground wire (disconnected) and touch to (-) terminal on battery, if it works this way you had a bad ground, if not then your pin is in the wrong hole. I used an existing ground off the frame directly in front of the center of the motor on the top of a crossbrace, I had to add about 3" of wire to reach it but that beat drilling a new hole.

I tried connecting the positive terminal that goes into the fuse box directly to the battery and the lights came on. So there is no problem with the lights or the ground. However the relay that came with the kit is a 5-pin relay and it is a different number than all the rest of the 4-pin relays in the box. So I am thinking maybe the relay is wrong. I am going to try using my voltmeter today to trouble shoot the problem later on today after work.
