This IS exactly the way my wife's car acted. You couldn't even crack the handle more than just a trickle and it would pop the auto-shut of on the pump.
I pulled off the fill tube, hoses that went to the evap canister, the top of the gas tank where the fill tube went in. Nothing was clogged broken or blocked. I even put it all back together with a couple rubber gas line hoses to the evap canister thinking it was possibly the steel vent lines that went to the evap canister and it still didn't work. It turned out to be some mechanical valve that was part of the evap canister. This thing vents fumes out of your fill tube so they don't go to atmosphere, EPA crap I guess. If this valve in the evap system does not function properly it acts as if your tank has been topped off and won't let fuel go down the fill tube. There is a small flapper valve in the fill tubes of some of these systems that actually closes when this system malfunctions.
Mind you I have never ripped apart the system on one of these trucks but the EPA mandates that they all have a similar system.
Just don't want to see you go down the wrong road here.

well i replaced it and it still sticks a little but not near what it was.and my emissions light is still on

One way to check if it is the EVAP vent solenoid is to disconnect the line from the solenoid and see if it is easier to fill.

It was my turn last week. Had my truck into the dealer complaining of this same issue among other annoyances. DTC for the vent solenoid(P0446) was set at the time. It has been setting intermittently. They just handed me a TSB for a problem with a certain design of fill nozzle and told me to try a different gas station. Said the solenoid tested OK but the SES light was still on when I picked up the vehicle???? Said they don't usually stick intermittently.

But then the service writer also tried to talk me into a fuel filter service on my 04! So what do they know.

MIL should go out after 3 consecutive cycles if the fault is no longer present unless you go in and clear it yourself. Also make sure the line to the vent solenoid is not pinched or kinked. Particularly if your tank has been dropped.
