I would Email him and see if you can get some money back if you want to still keep them that is.
If you don't want them and he won't refund you any money, make a dispute through Paypal, though I don't think they will help you much. At least they didn't for me
How did you pay for them (checking, credit card)? If you paid with a CC you can file a complaint with your CC company and they will usually for sure get your money back.

If you tell paypal you received the shipment, they'll drop the claim. If he sent you a pile of scrap metal, paypal doesn't care as long as he sent you something. If it goes that far, you need to deny ever receiving the parts.

Somewhere in buyer tools you can request his information, which basically just gets you his name and phone number. Definitely try emailing him first, if that doesn't work call...like the other guys said, if you used your credit card you can file a dispute, maybe they'll frop the charge from your card.

I believe, if you read the Paypal policy, that you agree not to dispute the payment through your credit card company. Which totally sucks! I would still do it if you want to. The worst they could do is ban you from eBay and/or Paypal.

If you have money in your paypal account, they make you use it before allowing you to hit a credit card. That blows since they are going to take 3% from the recipient even if you didn't pay with a credit card. Thats why I have two paypal accounts. One where I accept payments from other people, which usually has cash inside. Another which I use to pay "iffy"sellers using a credit card. Then I hopefully have credit card protection and make a little on the backend from the card.

But then the guy complained to his CC company and basically made Paypal take money out of my account for it, and there was nothing I could do about it.
Paypal would not even tell me the name of the CC company so I could talk to them about it. Without taking this guy to court, I got screwed.
