Default Easiest PCM swap

I tried to pull the tune from my moms 99 blazer today and it said it was locked. Don't know why or if a previous owner made modifications to it.
Is there an easy way to get it Unlocked or to buy a PCM and change the VIN without having to buy 2 Licenses on EFI Live?
Probably just have to buy one and have the dealer flash it and then buy a license?

Are you sure you had the right PCM type selected? Reprogramming the VIN does not use up a license, they lock to the SN in the PCM it's self, no mater what your set the VIN or calibration too.
