Default Difference between 99-02 and 03 and up frame?

I'm trying to figure out what is different between the 99-02 and 03 and up frame that would cause a clearance issue for headers. I remember reading that the 03 and up frame is thicker or something, but I'm not sure. The StainlessWorks headers are listed for 03-05, but not 99-02 (I have a 99 4x4). StainlessWorks hasn't test fit them on 99-02's, so they're not sure. EGR and AIR is not an issue for me, just clearance. Does anybody have any idea if these headers would work on a 99?
