Default Air bags related to the PROM?

Well, my grandparents were driving and came upon and intersectio And an illgeal alien ran the red light my grandparents were crossing and hit the alien's rear quarter panel. The car is a 2000 Buick Regal. The impact speed was most likely between 30-40MPH. The Air bag DID NOT DEPLOY. My grandparents stayed at the hospital over night and are OK. However, my grandpa wants to figure out why the air bags did not deploy. He wants to know if the PROM is involved with the air bags. Does anybody know why this happened?
Thanks.

Whats PROM?

Some air bags are faulty. Either they werent installed correctly, the front sensors were not responding to impact, or there are no air bags, lol. You never know.

PROM = Programmed Read Only Memory - The chip in older PCM's (couldn't be reflashed, had to be replaced)
