Default AC problems

I installed a new AC belt after going without one for a few years and now I have a whine.

Also, when I press the switch for AC nothing happens. When I force the AC to come on in HPtuners, the engine dogs a bit so I know it turned the pump on.

Any ideas as to what would cause the whine, and why the dash switch won't turn on the pump?

If it wasnt used/run for a long time it could be on the out. Does the a/c light on the dash flash or go solid?

I don't think there was a leak and it's not seized. The A/C light stays solid.

Could the idler pulley be bad?
