97 350 vortec problem need help

well, i bought a crashed up united airlines truck 97 gmc 2500 HD, 5.7 liter v8which is basically a small block 350. i started it up yesterday, worked perfectly ( i thought ), so i started it today, and i decided to drive it in the driveway, i put the vehicle into drive, i slightly press the gas and the engine stalls to like 100-200 rpm, and it comes back and surges. What could be the problem?
also, my brakes are extremely weak, i have to press the brakes really hard in order to get it to brake ( brake fluid is dark like wow ) so i dont know if thats just hte problem...
hmmmmmm, oh yeah, my headlight thingy on the dashboard is lighting up all the time, the only way to turn on the headlights is with that switch located to the side of the console, right the one thats like uhhh i wonder ill put this in ASCII thats the only switch for headlights right??? thanks

Green headlight indicator on the dash is for daytime running lights. You cannot make it go out unless you push the parking brake. There's a fuse on the driver-side dash panel that can be removed to disable DTR.
Does this truck have hydroboosted brakes? If so it eliminates the brake booster as a possible vacuum leak source.
It's got to have malfunction codes stored. Pull those. Also check fuel pressure. SBC Vortec fuel systems will not run at less than 53psi because of the popets.
