Was curious. Until I get a laptop (prefer to use PC interface) can I scan with the handheld and then tune it on my desktop, and load it back with the Handheld again?

Almost, Black box logging is in the final stages of beta testing, and as soon as it is finished and publicly released, Block box reading and flashing of tunes will be moved into Beta testing from what I have heard.
