I just called PI and the spring helps retain fluid in the converter. I do not have it. It installs in the pump. He said it is not mandatory but it is suggested.
I asked about a price and he said if you send the converter in just ask for it and he will throw one in for free.

I never used the stall. I bought it with the intentions of having it restalled anyways because it would stall too high for my needs. I would suggest getting this converter at least cut and cleaned at minimum. I would do that with any converter I bought second hand.
This stall would be a great performance stall but what I did not know at the time is that you are limited to what you can tow with a smaller diameter converter. If it was a 10.5" I would not be selling it.
