Shipping bucket seats is not that hard. Lay them both flat, lay them on top of each other with the seat surface facing inside. Shrinkwrap together, lay cardboard flat around that, shrinkwrap and tape more. Hand to UPS, weight is about 100lb, cost is about $100-200 depending on distance.
Or you can take the top halves off and fit the halves into boxes and do it that way.
Shipping seats on a pallet would be stupid. Even so, you'd have to be dumb to use two pallets for two seats. When you ship on a pallet you are only paying for weight, and not space...you get the entire trailer's height in the base dimensions of the pallet, so STACK the stuff on the pallet if you need.

Trust me man, I've been shipping auto parts for 10 years. UPS gives you $100 of insurance on any shipment, and additional $100's are about 50 cents each. Truck freight carriers give you up to $5 per pound of insurance free. Insurance is no big deal.
