Default yes or no on fuel return

my 91
ss454 has a carb and external fuel pump and regulator and off the regulator is a return to the tank.can I block the return to the tank and do away with it?or do I need it.it still has the stock gas tank.I want to get rid of it if I can because the fuel pump runs constantly.

If you block the return the regulator will not fucntion correctly, b/c the diaphram can't control the line pressure as it was designed.
