I used to work on Land Cruisers with manual chokes....

Maybe the OP means what controls high idle? Which would be the IAC valve in conjunction with a richer fuel mixture...

Depends, is a 750 single pumper? or double pumper?

stomp your feet clap your hands then hit the gas and the brake pedal at the same time then your efi engine is now choked..

Wow ok I'm not an idiot lol But my truck is not revving up like its sposta when i start it i have to give it gas to start it and it idles real low until it warms up so YES I USED THE WORD CHOKE

It sounds like your IAC valve is stuck, some carb cleaner sprayed in the right spot might help.

Do 04's even have an IAC? It's drive by wire. Perhaps a vacuum leak?

DBW handles the throttle plate opening. totally independent of the IAC, and yes, 04 has them.
