what causes plug fouling?

right now i have counted probably 3 or 4 of my plugs that i recently removed have black on the whire ceramic surrounding the spark tip. granted i have oil consumption issue pretty bad from some bad valve seals (i assume, will see with new heads) but what causes plug fouling or the black on the ceramic tips?

fouled plugs could be cause of a poor tune
also the oil can also be sucked thru the intake like most Gen IIIs do. ive seen where ppl change hte heads and still hav that issue

i doubt it was running....when it was tuned before the LT's it was between 13.1 and 13.6....pretty lean and after the LT's i never went WOT so i dont think it would have a chance to run that rich. its not just normal oil consumption....it put a oil cloud out the back after the truck has been resting for a while and only upon ignition, not while running at any amount of throttle or at idle.
