Sounds like you have the right idea with the head and cam set up. Take my advice because I put my cam in before anything else and I regret it. But just for your sake do headers, exhaust, and converter before you tear into the motor. It'll make sure you'll get the full benefit of the heads and cam. Because you don't want a head and cam monster without a stall because it'll feel like a dog off the line.

if it was me i would go FBO before i do H/C... once u have all that you can decide on which stall will work best for your set-up.... that just me though...

Yea whats fbo? That set up should work good man but like he said while its in there you should definatly want to do the heads/cam springs, pushrods and honestly it wouldnt hurt to do the rockers but if money is real tight then dont worry about those, a stall and defintatly put some long tubes as well as intake and exhuast. Im in your same position im on a budget and ive decided to be patient and buy as many parts as a can to make my engine run right and put parts on in clumps. Just my two cents

I have an FLT and its been outstanding! If I had to do it all over again, the mods that made the most noticeable difference right off the batt were a BIG converter, and spray. IF money was a question, and I knew then what I know now those would be my first two mods. But that will be a real good combo, when you have the converter and LT's you need to make it work. (A big converter will not be a problem on the street, I barely notice mine, till WOT...)
