Default TBSS TB Think I got Ripped...

I recently purchased a TBSS Throttle body and I have yet to install it but when I got it I noticed the blade isnt closed all the way perpendicular to the unit it is open about 5*. Is this the way it is? I currently have a 5.3 Tahoe throttle body and the blade closes all the way. Did i get ripped and buy a broke unit or is this how the unit is when it is closed?

A picture would be nice There's supposed to be a gap...can you push it closed further than it rests naturally?

i know i sold one to a member here a dbw and the blade was completely closed. but i cant say if its suppose to or not sorry

it does when you first turn the key to run , it is a test it performs to make sure its sweeping. when idling it is cracked for enough air to keep the engine going so it really does not stay shut.
